Dear Foreign Minister Ali Akbar Velayati,

I was pleased to receive your last message and am deeply interested in the alliance you mentioned. The Palestinian Authority is always open to ways of strengthening ties with our allies.

We hope that all difficulties our countries have had in the past can be put aside. Please send us your plans for the Muslim Middle East Alliance; we would like to make an in depth analysis of the strengths and weakness that an alliance of this type will present.

We understand that clear, coherent communications between countries will not only improve our effectiveness, power, and influence, but will prove to be mandatory if any type of league wishes to sustain existence. Although we are a bit concerned that this alliance will be religion based, hopefully all sides will benefit.

I am grateful for your concern and advice pertaining to the Zionists. Though I am afraid you might have been misled by the press release, we do not trust them, have never trusted them, but are striving for a workable negotiation agreement, and feel this is the best, if not the only way of handling and perhaps gaining control of the current situation. We have formulated a four point action plan which addresses the major issues that stand between us and the Israelis, and will send you it as soon as possible.
